Billy H. "Bill" Tolar, 70, died Monday, July 11, 2011, at Bay Medical Center.

He was a lifelong resident of Bay County. After graduating from Bay High School, he spent five years pitching for the St. Louis Cardinal organization. He was Vice President of Commercial Bank and a general contractor, served four years as a Bay County Commissioner, an environmental consultant, City Manager, and finished his professional career as project manager for Express Lane.

His passions in life were family, baseball, politics, fishing and hunting.

He was preceded in death by parents, Ilean and Henry Tolar; brothers, Walt Tolar, Aubrey Tolar and Morgan Tolar; and sisters, Christine Deese and Betty Gilbert.

He is survived by his wife of 44 years, Ruth Annette Watts Tolar; son, Kevin Tolar and wife, Sofia; grandchildren, Brooke and Jarett with a third grandchild on the way as "a player to be named later"; sister, Jennie Coon; and many loved nieces, nephews, family members and special friends.

Funeral services will be held 5 p.m. Thursday, July 14, 2011, at Southerland Family Funeral Home Chapel, Panama City with the Rev. Steven Kyle officiating. The family will receive friends Thursday from 3-5 p.m. at the funeral home.
